  • How committees decide what to investigate; committee resources
  • The role of inspectors general and the GAO
  What Does This Letter Mean -- Are They Investigating Us?
  • Initial communication from oversight committee
  • Where are they going?
  • Investigative tools: Document and interview requests, subpoenas, depositions, immunity, contempt
  Strategic Plan for Response and Actions to be Taken
  • Who is in charge?
  • What is the real issue being investigated?
  • Interview agency/company personnel who have knowledge of issue and facts
  • Review all related documentation
  • Review committee rules
  • Role of General Counsel
  • Prepare total response package
  • Meet with Congressional staff
