Performance-Based Budgeting
Making the OMB Scorecard Work for You
Federal
agencies and state and local governments in the U.S. are
attempting to bring more information on the performance of
programs into government budget processes, an effort
generically referred to as "performance-based
budgeting".
The current
administration is serious about performance-based
budgeting - you will be left behind if your agency is not
up to speed.
-
The Bush administration
has said that one of its highest priorities will be to
establish a closer tie between performance and the
budget. This means that performance information
will be used to make decisions about budgets.
-
Congress is trying to
take the Government Performance and Results Act to the
next level by using performance measures to make
appropriation decisions.
-
Is your organization
ready for this new performance-based budgeting
environment?
-
Will you be able to use
performance information to secure bigger budgets and
protect existing budgets?
In this
seminar,
internationally known budget experts discuss various
aspects of this reform effort, including:
-
Describing
performance-based budgeting, both as an effort to
provide more information on performance in the budget
process and to specifically tie resources to results
-
Presenting
the assessment tools that OMB uses to rate agency
programs.
-
How to
achieve "green" scores on the 5 objectives
of the President's Management Agenda
-
Hands-on
exercises covering important performance measurement
concepts, including outputs and outcomes
-
Advising
seminar participants concerning how to implement a
performance-based budget for their organizations
-
Linking
performance-based budgeting to other managerial reform
efforts in the federal government, including the
Government Performance and Results Act and the Chief
Financial Officers' Act
-
Giving
examples of other governments that have attempted to
implement performance-based budgeting, in an attempt
to identify the necessary conditions for successful
implementation of this important reform, as well as
some of the pitfalls that may stand in the way of
success.

Rave Reviews

"For this topic, you
could not have pulled together more competent resources
- their command of the topic, even the most up-to-date
info, was clearly in evidence. [The most useful aspect
of the program was] the presentation by speakers and the
richness of the handouts for future reference." Asst.
Chief, Office of Budget, U.S. Coast Guard
"Great course, lots of
info. Will help me understand GPRA and budget
